The expansion of a public lighting network to new urban areas rarely fails due to lack of intention. It fails due to a lack of method. The process involves variables that interact in a non-linear way\u2014lighting demand, road infrastructure, environmental legislation, funding sources, and asset lifecycle\u2014and ignoring any of them in the design phase generates expensive rework and, often, undersized systems that need to be refurbished before even completing five years of operation.<\/p>

\u00a0<\/strong><\/p>

The starting point: the territorial diagnosis.<\/h3>

Before any lighting design project, it is necessary to understand the territory being incorporated. This means mapping the planned road hierarchy (according to the guidelines of the municipal Master Plan), the projected occupancy rate for the area, the block distances and the setbacks of the buildings \u2014 all factors that directly influence the spacing between poles, the mounting height and the pointing angle of the luminaires.<\/p>

ABNT NBR 5101:2024 establishes criteria for defining lighting classes (M, C, and P) considering factors such as road speed, traffic volume and composition, presence of intersections, surrounding luminance, and other operational characteristics. Based on this classification, the minimum lighting requirements for each situation are defined.<\/p>

\u00a0<\/h3>

Sizing based on data, not generic tables.<\/h3>

A common mistake in lot expansions, especially in municipalities that grow through successive subdivisions, is applying standardized solutions from a previous subdivision without reviewing the assumptions. The road geometry changes, the pavement reflectance changes, and the tree inventory planned in the urban development project can, in five years, cause significant obstruction of the light cone.<\/p>

Correct sizing starts with photometric simulation in dedicated software (DIALux or Relux), fed with IES or LDT files provided by the manufacturer. The simulation must consider the depreciated state, applying the maintenance factor according to the criteria of ABNT NBR 5101:2024, considering the depreciation of luminous flux, survival of the source, maintenance of the luminaire and surfaces.<\/p>

In addition to traditional photometric parameters, ABNT NBR 5101:2024 incorporates requirements related to light pollution control, limits for correlated color temperature (Tcp), compatibility with trees, adaptive lighting (dimming), and energy efficiency indicators. Considering these aspects from the project conception stage contributes to more sustainable and efficient installations, better prepared for the evolution of cities.<\/p>

\u00a0<\/h3>

Electrical infrastructure, power supply point and monitoring.<\/h3>

The expansion of the public lighting system depends on a prior decision: how the electrical grid will be sized to support the new load and what the remote management communication architecture will be.<\/p>

In this context, the choice between series and parallel power supply has direct implications for the need to adapt the electrical infrastructure, potentially requiring changes to cables, protection devices, and other installation components, impacting the design and implementation costs. Modern point-to-point management systems, in which each luminaire has an individual controller using technologies such as DALI-2, Zhaga Book 18 interface, and communication protocols like LoRaWAN or NB-IoT, typically use parallel power supply because they depend on the independent operation and individual addressing of each light point. Series-powered networks, still present in some older installations, represent a challenge for the implementation of this remote management model, as they may require significant infrastructure adaptations, necessitating the installation of additional communication circuits, increasing technical complexity and project costs.<\/p>

The location of power supply points (metering cabinets and control panels) should be designed considering the future growth of the area, not just the initial demand. Oversizing the capacity of the control panels by 20 to 30% at the time of implementation has a low incremental cost and avoids costly renovation work when the occupancy of the subdivision reaches maturity.<\/p>

\u00a0<\/h3>

Financing and COSIP: the variable that defines the pace<\/h3>

No expansion plan is realistic without considering COSIP \u2014 the Contribution for the Cost of Public Lighting Service. Established by Article 149-A of the Federal Constitution and regulated at the municipal level, it defines the financing basis for the operation and maintenance of the system. In new subdivisions, the timing of incorporating new streetlights into the municipal inventory \u2014 and consequently, into the calculation of COSIP \u2014 must be agreed upon between the municipality, the distribution concessionaire, and the developer during the project approval phase, and not after the completion of the works.<\/p>

Programs such as RELUZ (in its various phases), BNDES lines of credit for municipalities, and, more recently, PPP structures for public lighting have been the main drivers for enabling larger-scale expansions. The financial modeling of these structures, when well-calibrated, allows the municipality to expand and modernize its network without compromising the current budget, but requires that the technical project be mature enough to support the value proposition to financing agents.<\/p>

\u00a0<\/h3>

Integration with remote management systems and urban data.<\/h3>

A well-planned expansion today must consider data infrastructure from the outset. Lighting fixtures with embedded controllers, connected to a centralized remote management platform, allow for real-time consumption monitoring, fault detection, time-based or presence-based activation, and the generation of compliance reports that feed into the management of the concession contract.<\/p>

Beyond operational efficiency, this infrastructure transforms the lighting network into a foundational layer for a smarter city: the lampposts become points of presence for environmental sensors, cameras, public Wi-Fi, and electric vehicle charging. When the conductor infrastructure and conduits are sized during the implementation phase to support these future loads, the cost of system upgrades drops substantially. When they are not, each new functionality requires new construction.<\/p>

Conclusion<\/h3>

Expanding public lighting is an act of urban planning before it is an engineering project. The quality of the result\u2014technically, economically, and for the end user\u2014is proportional to the depth with which territorial, regulatory, electrical, and financial variables were addressed in the phases prior to execution. Municipalities and concessionaires that invest in this stage reap more efficient networks, more balanced contracts, and systems that age gracefully.<\/p>
